How to ship reptiles from Hawaii?

Im thinking about getting aquatic turtles but I will be leaving Hawaii in 2 years and need to know the regulations on shipping reptiles out of the state. I spoke to someone at UPS and they informed me that the only way to ship any pet is through the airport, which is crazy expensive for a turtle. Any direction would be helpful.
