Cello strings sound whiny?

Around christmas i had my cello refurbished and bought new strings for it. When i first got it back, it sounded like a different cello, it was amazing and i loved it. The sound was full and rich. Now, the strings sound whiny and scratchy. I tried cleaning the strings and rosining my bow, it still sounds bad. Why isnt the tone as good as it was before?
