If American businesses are so good at Innovation and Development, then why aren't hybrid cars everywhere?

If those Executives with the multi-million dollar salaries are as talented as they like to claim they are then shouldn't they have been able to manage the R&D time on these projects so they could make these products available without any government aid and manage the turnaround time in a weekend or two?
