Why didnt i get pulled over?

I was headed home from the beach last night on this small mountain road, it was pitch black and i was going about 70-80 in a 55, it was hard to see the road so i used my high beams but i turned them off when ever a car ped by so i wouldent blind them, i noticed this one car was slowing down as i was ping him, i had my high beams on but turned them off as he got close, as i ped him it happened to be a police car but he didnt pull me over! was he just being generous because i turned off my high beams as i ped or what? i was sure he was going to pull me over because he slowed down so much then sped up and didnt even turn around.
