In Marvel, is Mutant Zero Wanda Maximoff?

In Marvel's book, Avengers: The Initiative there is a black ops team with a mutant called mutant zero. It's supposed to be someone well know, so could it be Wanda Maximoff the Scarlet Witch? If not, who do you think it could be?
