How to pay for college?

I have a relative, single mom of two works full time and maybe laid off soon. She's think about going back to school? What are your thoughts? How can she pay for it and her car payment and the rent? We're aware of Un/Subsidized Loans (she missed the Pell Grant deadline...she's been out of school a long time). We know of Cash Aid, Food Stamps, Medi-CAL but cash aid is only 500/mo max in our state for that family size.
