Hel me with No.7 Illuminating Tinted Moisturizer in Fair • Tinted Moisturizer?

i want to buy it.can we use this in both day and night (after using cleanser and toner) or is it just in the morning before make up?can we also use this in place of a foundation?help me and you can also give me any advices for this moisturizer.i think it's great though.
